West Kootenay Child-in-Care Wraparound Support Program: will provide a comprehensive program to reduce the risk of placement breakdown for youth in care, and develop the capacity of their family-based caregivers to manage their care on an ongoing basis. The program is available for youth and caregivers in the tri-cities area of Nelson, Castlegar, Trail and surrounding rural communities. The Wraparound program provides direct intervention and support services to referred children in care and their foster families; and case management support to guardianship social workers and other involved service providers involved in the case management team. The primary focus of the in-home services is to develop the resiliency and capacity of the caregivers to manage the child’s needs and behaviors, and provide effective care on an ongoing basis.

West Kootenay Intensive Support & Supervision Program: provides an alternative-to-custody sentencing option for youth in conflict with the law, and/or supports the re-integration of young offenders in the community following a period in custody; assisting youth to address criminogenic factors leading to their illegal behaviours and improve their functioning in the community. Support and monitoring is provided to youth in complying with the conditions of their probation order, and the service assists the Youth Probation team in providing supervision to high-risk young offenders in the community. Individual counselling, parenting support, recreation/pro-social activities, and case management support services are provided for referred youth.

Nakusp Family Support and Youth Services Program: ARC Programs provides the Family Support and Youth Services Program, based and provided in the service delivery area of the community of Nakusp, in collaboration with the Ministry of Children and Family Development. ARC Programs provides the following Core Services as integrated components of the Family Support and Youth Services Program:
Family Advancement Services: a short term, intensive, outcome-focused assistance to families experiencing significant difficulties with parent-child or parent-adolescent difficulties.
Youth Support Services: will provide individual transitional support services to youth who are, or are at risk of becoming significantly disengaged from their families or caregivers, their natural communities, pro-social activities, positive peers and the education system.
Child Care Services (Skills Acquisition Program): this program component may involve one-on-one work with children and youth with behavioural problems and/or family conflict, and could also support and enhance daily living and developmental skills for children, youth and their families and/or caregivers.
Supervised Access Services: the intent of this service will be to support children in maintaining familial contact in a positive and safe environment, reduce risk of physical / emotional harm as a result of visits with family and parents will have an increased level of understanding as to the behaviours that they present which have resulted in their visits needing to be supervised.
Wrap-around Services for Children in Care and Foster Parent Support: will provide direct intervention and support services to referred children in care and their foster families; and case management support to guardianship social workers and other involved service providers involved in the case management team.

Support to Foster Care Network: The Support to Foster Care Network Program is a Regional program, provided through a partnership with Interior Community Services of Kamloops, and the Ministry of Children and Family Development. ARC Programs' Network Facilitator provides support and training services to foster parents in the communities of the West Kootenays.

The Network Facilitator:

  • Provides support to community foster parent groups to build peer supports, identify goals and work on action plans to achieve the goals.
  • Coordinates the delivery of the (53 hour) Foster Parent Education Program for each community.
  • Coordinates other training opportunities for each community such as Safe Babies, non-violent crisis intervention training, first aid and other relevant training.
  • Is trained to provide support to caregivers during MCFD protocol procedures or assist foster parents to find another person to provide support during a protocol.
  • Delivery of pre-service training to new foster parents or potential foster parents.

Youth Forensic Psychiatric Services: Youth Forensic Psychiatric Services (YFPS) is a Provincial program of the Ministry of Children and Family Development. Services are mandated under the authority of the Youth Criminal Justice Act (YCJA), the Criminal Code of Canada, the Mental Health Act (BC), and other Provincial legislation. ARC Programs provides treatment services, in partnership with the MCFD Youth Forensic Psychiatric Services, across the communities of the East and West Kootenays.

Treatment services under YFPS are provided only by referral through the courts and Youth Probation Officers. Treatment services include: Violent Offence Treatment Program, Sexual Offence Treatment Program, and general mental health treatment. The target population is male or female youth between the ages of twelve to seventeen years of age who have been legally mandated to attend for treatment. Services include individual therapies, family therapy, psychiatric consultation, risk appraisal, and consultative services.
