The SOAR-Wrap Program is designed to provide a comprehensive outreach service to minimize placement disruption and enhance healthy attachment for children and youth in care. It is a Child-in-Care and Foster Parent Wraparound Support Program. The program aims to develop resiliency and capacity of the family-based caregivers to meet the child or youth’s needs and decrease barriers that may be preventing permanency. The program further provides direct intervention and support services to referred children in care, their foster families, and parents in out-of-care arrangements.
